Arunachal Pradesh team returns home to warm welcome

‘Exposure tour important for young players’

ITANAGAR, Mar 25: Arunachal Pradesh state team received a warm welcome when it returned home today morning after finishing fifth in the 26th North East Games which concluded at Aizawl, Mizoram on March 23.

Arunachal Pradesh won 45 medals, including 7 Gold, 10 Silver and 28 Bronze. Taekwondo players contributed largest number of medals for the state. They won 4 Gold, 3 Silver and 6 bronze medals while lifters contributed 2 Gold, 4 Silver and 3 Bronze medals. Boxers contributed 1 Gold, 2 Silver and 5 Bronze while Judokas won 11 medals -- 1 Silver and 10 Bronze. Wrestlers bagged two Bronze while shuttler won a bronze in Men’s team event.

Anuing Wangsu became the first Arunachalee athlete to win a medal in track and field event in NE Games. She achieved the rare feat by finishing third (Br.) in 5000 Mt race.

While lauding the overall performance of the state team, Arunachal Olympic Association (AOA) president Padi Richo encouraged the players to further improve their performance through regular practice and hard work. He advised them to be disciplined and respect the coaches and trainers to extract the best to achieve success in their chosen event.

Reiterating the present Government’s commitment towards development of sports sector in Arunachal Pradesh, Richo, who is also Parliamentary Secretary (Land Management) said that construction of atleast a stadium in every district would be the Nabam Tuki Government’s one of the top priority agendas. Richo said that he would pursue the chief minister to keep certain amount of  fund to each sports association to meet the unexpected expenditure.

He asked the sports administrators to put an extra effort to take Arunachal’s sports to a new height.

Parliamentary Secretary (Sports and Youth Affairs) Wangki Lowang, while congratulating the medal winning players, said that this recent trip to Aizawl has provided a much needed exposure to the budding players. The experience they have gained in the Games would greatly help them participating in any future competitions. He advised them to maintain the same tempo, zeal and spirit in future also.

Lowang assured to apprise the CM of various requirements of the sports department.

Director of Sports and Youth Affairs DK Dinglow gave more emphasis on exposure trips for the sportspersons. He said that our players could not perform to their potentials due to lack of exposure. He, however, expressed satisfaction over the outstanding performance of the state team in the Games despite lack of exposure trips and resources. The Director urged the state government to enhance fund to the sports department for undertaking various developmental activities without any difficulties.

Karbia Dodum, Chef-De-Mission of the state team credited the coaches and trainers for the remarkable performance by the state team in the Games. He urged Richo and Lowang for introduction of award incentives to the coaches and trainers, which according to him, will go a long way in motivating them to work with more dedication.

Sangay Lhaden Sports Academy principal P Lombi, SYA assistant directors Tadar Appa, Ramesh Lingi, office bearers of various sports association, including Arunachal Karate Association general secretary L Marik were present in the function, among others.

Efforts on to create employment

avenues for youth: CM

ITANAGAR, Mar 25: My government has come up with various schemes for the youth keeping in mind the importance of young blood who are the future of the state, said Arunachal Pradesh Chief Minister Nabam Tuki. He was addressing the newly elected Youth Congress leaders during a ‘Mega Interaction’ programme organized here at Rajiv Gandhi Bhawan today.

Tuki urged the youths to maintain party discipline, peace and patience at all time. He further appealed the youths to take up social issues for the benefit of the society and the state as a whole.

Promising to give full support to the APYC, the Chief Minister said Congress ideology is very strong and the APYC members can follow the policy and programme to strengthen the party.

Tuki also pointed out that his government is coming up with various programmes to benefit the youth of the state. An ‘Employment Generation Council’ and a ‘Skill development council’ will be formed  for benefit of educated unemployed youths, he said.

He further urged the APYC to create awareness on the problems of opium and drug addiction that is hampering the society.

He expressed hope that under the guidance of Indrani Mishra, secretary IYC in-charge of Arunachal, Youth Congress would gain a new height.

Tuki further informed that the state government is working towards converting jhum and shifting cultivation to more agriculture and horticulture based cultivation.

‘We are the soldier of the common man and we will work for the benefit of the common man’ said Indrani Mishra.

While informing the gathering that IYC is the largest democratic youth organization in the world, she said “as youth leaders we are ready to fight for the rights of the deprived section.” Indrani Mishra appealed the state chief minister for opening of Youth Party Office at every assembly constituency.

Addressing the gathering, newly elected APYC president Tadar Niglar condemned China for raising objections to Defence Minister A K Antony’s recent visit to Arunachal Pradesh which is an integral part of India.

He further said that underground elements operating in the state are not in-born of the state but are from neighboring states. He further voiced his disapproval of them carrying out activities in Arunachal soil besides torturing the innocent people of the state. The UG groups should go and operate in their respective state and not disturb the peace and tranquility of Arunachal, he said.

Through AAKS the Youth Congress would monitor various central government schemes carried out in the state and report would be submitted to the chief minister and IYC president if malpractices are found in implementing the schemes, he said.

While pointing out the problem of opium and drug addiction in the state, particularly amongst youth, Niglar appealed the state government to come up with welfare and employment generation schemes. He also urged the Govt for job reservation for Scouts & Guides and NCC cadets in the state police department.

Niglar warned that disciplinary action would be taken against non-performing office bearers. He further said award will be given to the best assembly committee for their best performances.

PWD, Finance and Planning Minister Chowna Mein, Agriculture  and  Horticulture, Animal Husbandry  and  Dairy Development Minister Setong Sena, RWD  and  Tourism Minister Pema Khandu, former home minister Takar Marde and former APYC president and Parliamentary Secretary Agriculture Likha Saaya also spoke on the occasion.

Tourism road show to promote NE tourism

ITANAGAR, Mar 25: Ministry of Tourism  organized a Road Show for the tour operators and tourism stakeholders of  North Eastern States in Guwahati on March 23 and at Kolkata on March 24 and 25.

Arunachal Pradesh Tour Operators Association, the state body of tour operators, was represented in the event by Advisor Tsering Wange, President John Panye and Jt. Secretary Fesom Sekong. Five representatives each from Assam, Nagaland, Manipur, Meghalaya, Mizoram and  Tripura also attended the first of its kind tourism initiative in North East.

D K Baruah Regional Director (North East) while inaugurating the Road Show at a city based hotel in Guwahati said that the objective was to familiarize and expose the participants to tourism related products, destinations, practices and facilities of the North East States. He also announced that an International Road Show would be organized at Guwahati in October to develop and promote inbound tours to North East India. North East India Tourism Confederation (NEITC) which was formed at Guwahati Road Show was formally announced at Kolkata Road Show on March 24 by Sanjay Singh, Assistant Director General, MoT. Tsering Wange has been selected as Arunachal State Representative in the 8 member Core Committee of NEITC. The ADG MoT also announced several incentives and schemes for tourism promotion in North East India while urging the stake holders to get themselves registered under MoT.

While the discussion came up for ‘Branding of North East India Tourism’ on the lines of successful Gujarat Tourism campaign, Dr Surjit Singh MMTA advocated that Everester Anshu Jamsenpa be made the face of North East India Tourism campaign without any further delay. It was reminded that her name was proposed by none other than the Union Tourism Minister Subodh Kant Sahai himself during the Conference of Tourism Ministers of North East and East  at Shillong on November 18 last year.

S L Soni, Chairman IATO (East) announced several concessions to promote tourism in North East India which he said has remained hidden to the outside world for long. PP Khanna, vice president ADTOI also spoke at length and assured to open North East Chapter of ADTOI in Guwahati soon.

 

 

Assam Rifles violates Human Rights in Tirap

ITANAGAR, Mar 25: The government officials of insurgency infested districts like Tirap, Changlang and Longding often get trapped between underground groups and security forces. In a latest incident, two engineers of Water Resource Department (WRD), Govt of Arunachal, posted at Deomali town went through a torrid time as they got caught between underground element and security force.

According to a report, on March 20, two WRD engineers were summoned by an underground group to pay extortion money. The paying of extortion money is quite common in the three districts of Tirap, Changlang and Longding. The UG elements call it tax collection and government officials along with local citizens have to pay it. Especially during financial year ending, the demand for extortion money increases.

The two WRD engineers, left with no choice, had gone to pay extortion money in the deep jungles of Deomali. In the meantime Assam Rifles (AR) officials got to know about this development and kept track the movement of the engineer duo. On 20th March around 12 noon, when the engineers along with driver were coming back after allegedly paying extortion money, the AR officials got hold of them.  They took the trio to their camp located at Deomali for interrogation. It is reported that the detained persons were kept at camp for interrogation without making any formal arrest by Assam Rifles officials completely violating the laid down procedure.

“When the news of engineer missing spread in Deomali, everyone started searching for them. In the meantime some staff of the department spotted brand new white Scorpio without registration, which was being used by one of the engineers, inside AR camp. They immediately informed local administration about it,” told a local citizen of Deomali. When local officials went to the Assam Rifles camp to inquire, they allegedly denied presence of two engineers and also claimed that Scorpio vehicle belongs to them. However, when pressure mounted on them, next day on 21st March, these two engineers along with the driver were released by Assam Rifles authorities in the afternoon. They were allegedly made to sign undertaking stating that AR authorities had detained them for only 2 hours for questioning. On 22nd March, the two engineers were again summoned to the Assam Rifles camp as some senior officials wanted to interrogate them. The two were called to camp at 5 pm and released at 9 pm.

Detention of citizens for more than 12 hours without seeking permission from local magistrate is considered illegal and complete violation of Human Rights. In the name of counter-insurgency operation Assam Rifles has completely ignored the rule of law and allegedly detained the engineers illegally in their camp for more than 20 hours. When this daily contacted SK Boruah, officer in charge, Deomali police station, he confirmed the incident. “Assam Rifles had detained them for interrogation. We don’t know anything beyond that,” said Boruah. He further added that no FIR was lodged against two engineers in police station and Assam Rifles acted without informing them anything about this case.

The presence of Naga rebel group in Tirap, Changlang and Longding districts have made life difficult for the local citizen and Govt officials. To make matter worse, the recent entry of Naga People’s Front and Naga Student Federation in these districts is posing serious threat to the territorial integrity of the state. But to the utter surprise of Arunachalees, this issue has not been raised in the ongoing Assembly session by any of the MLAs cutting across party line.

 

 

NEIFM efforts to boost tribal healing practices

PASIGHAT, Mar 25: The North Eastern Institute of Folk Medicine (NEIFM) here is stepping ahead to promote the traditional healing system practicing  among different tribal communities of  the Northeastern states.

The NEIFM, established under ‘AYUSH’ project of the Union Ministry of Health and Family Welfare has already explored various aspects of the Indigenous healing system of the region.

Taking up an ethno botanical study and research on healing system during the last four years, the institute has succeeded in documentation of medicinal plants of the North East region besides conducting training and workshop on ‘Indigenous Healing Practices.' The research activities of NEIFM are duly supervised by the Itanagar based Regional Research Institute (Ayurveda). Sources said two research faculties have been appointed in the institute. Accordingly, ethno-botanical study on folk medicines, preparation of database on traditional healers’ protection and promotion of traditional knowledge besides pharmacological study on the medicinal species are being carried out by the institute.

Sources revealed that among the NE states, Manipur tops the number of medicinal species of folk claims while Arunachal and Assam stand second and third respectively. Tripura houses lowest number of medicinal species of folk claims. Folk claims also have been well-recorded from the states and plants reported to be used to treat different ailments have been recorded in a classified manner.

The NEIFM has opened an OPD at its Pasighat centre (presently running with district TB hospital) to treat the patients. Official sources said that the NEIFM has received financial sanction of Rs. 12.95 crore for construction of its office and other infrastructures and construction work of two-storied hospital building and Guest house of the institute is going on near Pasighat APST station.

 

 

Unity key to improve trade union activities: Sonam

GUWAHATI, Mar 25: Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) Chairman and State unit Indian National Trade Union Congress (INTUC) working president Jalley Sonam said that trade union activities can be improved only if the entire North Eastern sister states work together with better coordination.  

Participating in the National Working Committee meeting of Indian National Transport Workers Federation organized by State Transport Workers Association, Assam at Guwahati today,  he said that the people of Arunachal Pradesh have been influenced by Assam in many positive ways and have great respect to Assam’s icon like Dr. Bhupen Hazarika and others.

He also lauded the Arunachal Govt for maintaining cordial relation with Assam and taking up constructive measures through trade union activities for development of Arunachal.

Further, he called upon  all workers of the North East  to stand united  for strengthen the trade union movement  for benefit of workers.

The meeting was also attended by former Member of Parliament Renuka Devi Borkatoky, President, INTUC, Assam.

 

 

Handicraft project for benefit of artisans

ZIRO, Mar 25: The integrated design and technical development project, implemented by Nani Sala Foundation under the aegis of Development Commissioner (Handicrafts), Union Textiles Ministry, was inaugurated by Lower Subansiri deputy commissioner Nila Mohanan at common facility centre (CFC) here Friday.

In her inaugural address, Mohanan encouraged the SHG artisans to make best use of the training by utilizing it in a productive way. The CFC has modern machineries and capable of providing technical training and also capable of developing innovative traditional designs in tune with the rich cultural heritage of the state.

The micro-credit, a concept of Bangladesh Gramin Bank founder and 2006 Nobel Prize winner Md Yunus is equally popular in India as well as in Arunachal, she said, and advised the participants to work towards their economic empowerment.

She expressed her happiness to learn that the CFC apart from the project was helping the poor artisans in availing various schemes, like life insurance, health insurance and scholarship for their families.

NSF chairman Nani Kojin  highlighted the NSF activities and advised the artisans to be sincere in training and to utilize their training practically to yield benefit.

 

 

APPDSU team visits school

ITANAGAR, Mar 25: A team of All Papum Pare District Students’ Union (APPDSU) and its federal units, including  AKSU, AMSU, APPSU, and CSU made a spot visit of the Govt. Middle school Bassarnallo to take stock of the ground realities regarding alleged encroachment of school land on March 24.

The APPDSU  team held a meeting under the chairmanship of Sangdupota CO on the same day and discussed in threadbare on the alleged land encroachment issue. The meeting, after scrutinizing the matter thoroughly arrived at a conclusion that the land occupied by the encroachers are belongs to the school and opined that they have no right to claim over the land because the school was established prior to their settlement within the school campus, according to an  APPDSU release.

The meeting was attended by Panchayat leaders, school management committee, GBs, students and alleged land encroachers.

The union also highlighted the importance of protecting the school land for the future infrastructural development of the school. It  called upon the local administration, SMC and concern public leaders to settle the disputes with the encroachers before May next.

The union also decided to apprise the MLA concerned, District Administration as well as DDSE, Papum Pare about the gravity of the situation before their visit to the said school so that proper ways and measures can be taken to settle the dispute.

 

 

Weavers credit card scheme

ITANAGAR, Mar 25: State Bank of India (Lead Bank Office) Itanagar in collaboration with Textiles & Handicrafts, Govt. of Arunachal Pradesh organized a say-long campaign on the newly launched ‘weavers credit card scheme’ at sericulture farm house, Balijan yesterday.

Addressing the gathering on the occasion, S.S.Deb, Chief Manager, SBI-Lead Bank, Itanagar briefed about the new scheme launched by Union Ministry of Textiles to be implemented in Northeastern states, including Arunachal Pradesh. He requested the weavers to avail the opportunity of the scheme.  

T.C.Kapa , Asstt Director (Textiles & Handicrafts) emphasized on proper implementation of the scheme for the benefit of the rural weavers. He advised the weavers to avail the opportunity of the scheme to increase their income. He, however, remided that the loan was repayable to the bank.  

L.C.Sarkar, Asstt Manager, NABARD, Itanagar advised the weavers to come forward and apply for availing loan under the Scheme.

D.S.Barman, CDPO, Balijan said there are many SHGs in the village and the individual members can also avail the facility.

In his speech, Taggu  said the new scheme under Handloom sector should be availed by the weavers and they should use the bank loans in a proper manner. He stressed on timely refund of availed loan.

All the Weavers were distributed loan application forms  and details of the scheme during the camp.

PHED clarifies on water supply

PASIGHAT, Mar 25: Assistant Engineer of PHED, Pasighat sub-division today clarified that drinking water is regularly being supplied to the township despite drying up of water sources.

While reacting to the news item regarding alleged water crisis in Pasighat town, the AE further clarified that the supply of drinking water through pipe line in some of the colonies including High region, SE Colony, officers colony and Power House colony is regularly maintained and  the drinking water to  other locations are being supplied  through tankers with 9,000 litre capacity.

An additional water supply project has been submitted to the state Govt  in order to meet the  growing demand of  drinking water, he said.

Refuting a public allegation of drawing fake bill against Mirku water supply scheme, the officials have clarified that the scheme was sanctioned under NRDWP. It has already procured materials such as cement, MS road, GI pipe and other accessories worth Rs 36 lakh.  According to them, the proposed lift water supply scheme is waiting for approval and technical sanction. Therefore, question of drawing the amount by fake bill does not arise.

 

ALSU reiterates demand

ITANAGAR, Mar 25: Arunachal Law Students’ Union (ALSU) reiterated its demand for immediate halt on the ongoing construction of conventional hall within the IG Park and shifting of the project to another location.

Other demands of the Union included legal action against alleged illegal land encroachers, cancellation of their land allotment certificates and demolition of all structures which were built illegally. The Union recently staged dharna in favour of its demands. Annoyed with the non-responsive attitude of the authorities towards its demands, ALSU threatened to intensify its agitation if its demands are  not met at the earliest.

 

Glee over Govt decision on Chayangtajo

ITANAGAR, Mar 25:   A wild euphoria erupted among the citizens at remote Chayang Tajo in East Kameng district following the state government’s landmark decision to upgrade the existing sub-divisional office (SDO) headquarter to an independent additional deputy commissioner headquarter  which was announced by government spokesperson on March 21 last, ahead of on-going Assembly session.  

Local MLA Karya Bagang was the first to react the rare gift from government to backward circle. Finally the long-pending demand of people of Chayang Tajo was heard, Bagang said and hoped that developmental activities would percolate down to the area soon.

While hailing the government decision, Chayang Tajo Town Planning Development Committee, Chayang Tajo Development Committee and All Chayang Tajo Youth Welfare Association,  in a joint statement today,  termed the decision as rare gift from the government which would immensely benefit the people of entire circle.

 

Workshop on career  opportunities

TEZU, Mar 25: The NSS Unit of Indira Gandhi Government College, Tezu organized a one day workshop on Career Opportunities for Students after graduation on Saturday. The workshop was inaugurated and chaired by Dr BK Nath, Principal, of the college.

The resource persons drawn from various departments highlighted careers options after graduation in Economics, English, Hindi, History, political Science, Geography and B.Com.

The NSS Programme Officer, Razzeko Dele and Nongja Singpho spoke on the topic “How to write in Examination effectively and cope with the stress during the Examinations” and “Information on various agencies which provide Educational Loans and Scholarships” respectively.

 

Yoga camp for ITBP jawans

ITANAGAR, Mar 25: A five days Yoga Shivir  for ITBP personnel concluded here on Saturday. The Yoga camp was organized by the ITBP (SHq) and conducted by the faculties of the “Art of Living” centre here. The camp was mainly organized for  the ITBP jawans and their family members so that they could live a stress-free life.

ITANAGAR, Mar 25: The Papum Pare District Health Society conducted a laparoscopic sterilization camp at Doimukh CHC on March 20. A team of doctors including Dr N Lowang, DRCHO Yupia, Dr B Tayeng (gynaecologist), Dr N Sering, M Potom(DPM) and CHC staff performed 13 cases of sterilization during the camp which was inaugurated by Doimukh EAC Toko Babu.

 

Awareness tour

ITANAGAR, Mar 25:  A team of All Arunachal Pradesh Worker’s Union, Changlang district unit is conducting tour of the district to get first hand knowledge of the problems faced by the labourers of the district from March 24. During the tour they will conduct meeting at various places and  interact with labourers.

 

KVK training for farmers

ITANAGAR, Mar 25:  Krishi Vigyan Kendra (KV), Upper Siang conducted a day-long  training programme for farmers at its office premises on March 24.

Altogether, 25 participants including farmers, farm women, rural youth and village heads from Kupak village attended the programme .

The farmers were taught about nutrient deficiency symptoms in plants and its causes and remedies. They were also educated about improved cultivation practices of rice and advised them to take any kind of agriculture technology related help from the KVK.

 

Borang’s deah condoled

Education system in Arunachal Pradesh

Arunachal Pradesh is now struggling to become one of the developed states in the country. In the race of development, topographical conditions of the state, lack of proper transportation and connectivity, insurgency, corruption and inefficient political leaders and the border row are some of the barriers. However, major obstruction in the development process is the failure of education system in our state. In the recently conducted census 2011, our state showed some good  sign in the literacy rate. But I feel the standard of education is surely depleting with every single passing day. The reason for this is mostly because of the lack of proper and efficient teaching staff. Be it the primary, secondary or the higher studies, the teaching quality has been degrading since last few years. Education today does not mean just learning the alphabets only, without quality education we are no better than illiterates. There are graduates, I know, studying in colleges of our state who could not even write a proper grammatically correct application in English. If that is education, are we really giving the best to the students of our societies?

The government started the Sarva Sikhsha Abhiyan in 2006, which has rather benefitted our state practically less but more in papers. The main motto of the SSA mission was to provide quality education at the primary and  grass root level. But with the issues of illegal appointments and swapping of the teaching duties, it seems, the foundation of quality education is yet to be laid.

On the other hand, Sarva Sikhsa Abhiyaan has in our state  been more of a Vetan Bhiksha Abhiyaan. In most of the developed countries primary education is given more emphasis, and the primary teachers are paid very well in compared to the teachers in our country. Well here, they are not even paid properly for their hard labour. How could a teacher give the best teaching, when he himself is fighting for his salary in every couple of months for livelihood? As a result, although the SSA has reached the interior villages, the model education still seems to be absconding.

It is a good omen that many educated youths with sought-after qualification are pursuing SSA their jobs in interior districts which shows the positive attitude of the present generation towards the teaching profession. But it should be ideally understood by the youths that their jobs should not for time pass, as they would be messing with the future of the state. The selection of the teaching staff should be fair and corruption free.

The lack of quality teaching in primary government schools is the main reason why students of our state fail to compete well with the students of other states. The degree level students are also facing their part of problems. In J.N College, Pasighat, students of the Science stream are facing a lot of problem in the department of Physics and Chemistry due to inadequate number of teaching staff. The same is the condition of other colleges of the state. This is a matter the government should take up immediately as the appointment of more and well trained teachers is a must for the well-being of the undergraduate students.

The teachers are said to be the nation builders and teaching as the most respected profession. We Arunachalees are yet to realize that, as teaching for us is just a means of livelihood and hence we are also in part, hindering the progress of our state. Without quality education we will never produce quality youth, and without quality youth the future of the state is doomed for sure. Let’s hope the government brings up more effective programmes in future to redeem the education system and more importantly executes them to perfection so that the young students are not left behind, for their right of quality education.

Think twice before taking a major decision

Dear Editor,

The recent cabinet decision in education sector and subsequent passing of some educational Bills in on-going Assembly session is a welcome development in a progressive state like Arunachal. Having said this, I, on behalf of the Rajiv Gandhi University Students’ Union, expresses deep concern over certain issues regarding establishment of the  institutes for higher learning.

Firstly, one of the proposed University with its name, ‘Arunachal University of Studies’ as published in the local dailies, is going to cause a serious unforeseen impediment and confusion in terms of the brand name. Whereas, the lone university of the state was named as Arunachal University in 1984 and it became Rajiv Gandhi University (RGU, a Central University) on April, 9, 2007 as per MHRD, Govt. of India notification. Rajiv Gandhi University is still using the erstwhile name in many connections (issue of mark sheets, certificates and other documents). In addition to this, the university gives its correspondence address in and outside the country in its former name. The degrees and conferment of honorary degrees issued during the time of Arunachal University is still bearing the same legal records and values. If this same kind of name is given to any new university, it would create a serious confusion and also violate the intellectual property rights on the ground that one brand name cannot be duplicated.

Secondly, Arunachal Pradesh is a land-locked and sensitive state sharing international border with neighbouring countries. Therefore, the State Govt needs to look into the matter before establishing many private institutions (universities) seriously because establishment of these kind of institutions in the state may lead to the exploitation of our virgin culture, natural resources including flora and fauna and sub-quality education. It may also open the flood gate for commercialization of degrees  and compromise with the quality education and may produce only mediocre, because these institutions are supposed to be profit-making.

Thirdly, we would also like to know whether these universities in question are really coming up tangibly. If so, we would like to inform the state govt. that time and again the students of some Govt. colleges are crying for the infrastructural development.  Dera Natung Govt. College is witnessing growing number of students. On the other hand students are not able to attend their classes due to poor infrastructure. Dilapidated condition of Jawaharlal Nehru College buildings  has already caused concern. In such  pathetic condition of Govt. colleges in the state how can we expect qualitative education? The state govt. needs to improve the infrastructure of existing Govt. colleges first.

Therefore, we would like to caution the state govt. before taking-up such major steps for establishing the institutes of higher learning, an extensive and adequate exercise should have been carried out to avoid future repentance.

Let the students fulfill their dreams

Dear Editor,

I would like to draw the attention of the authorities concerned towards numerous problems being faced by the Govt. Hr. Secondary school Menchukha.  Due to its remote location near Indo-China border, the inhabitants of Menchukha are left isolated with least intervention by the development agencies. This feeling of isolation in the minds of people in the valley could be changed through proper implementation of educational schemes with an aim to impart quality education.

Therefore, a lone Govt. Hr. Secondary school in whole sub - division needs immediate attention of the Govt.

The Hr. Secondary school which produced number of luminaries is now waiting for its doomsday.

There are no Science/ Commerce streams. Without a gate,' school is looking like ‘portrait without garland'. What to talk about school infrastructure, the hostel is totally in deplorable condition.

The students who are coming from poor family are not able to pursue their study outside the valley. This has compelled many students to leave study in between despite many dreams in their eyes.

Therefore, I request the authorities concerned to pay proper heed towards this very serious problems facing by the students of the valley.

No real change in education sector

The Planning Allocations Institutions Studies and Accountability ( PAISA) report on rural schools  indicated a disturbing trend of negative learning graph despite increased outlays in elementary education.

India has an estimated 400 million children under the age of 18. About 240 million of these are between the ages of six and 14. Despite the fact that about 95 per cent of these children are enrolled in primary school, only 45 per cent manage to finish their elementary education.

PAISA has been tracking the allocations and expenditures of school grants in Sarva Shiksha Abhiyan (SSA), Government of India’s primary vehicle for implementing the Right to Education Act (RTE), since 2009. The present study covered 14,283 schools across rural India and found that, while the SSA budget more than doubled between 2009-10 and 2011-12 (up from Rs 26,169 crore to Rs 55,746 crore), the increased funding did not translate into improved learning outcomes.    

 The report elaborates that while the infrastructure budget under SSA increased by 137 per cent between 2009-10 and 2011-12, concerns related to classrooms, drinking water facilities, kitchen for mid-day meal schemes, playground, boundary wall etc continue to be worrisome. There still exists 46 per cent shortfall in terms of ‘complete boundary wall’ and 16 per cent short fall in ‘drinking water’ provisions. 50 per cent schools still report a shortfall in achieving the requisite pupil teacher ratio (30). One also needs to bear in mind that this is despite the fact that the quantum of grants received by the schools improved from 55 per cent in 2008-09 to 70 per cent in 2010-11.

To achieve MDG 2 (to achieve universal primary education), it is indeed time for India to step up the plate or ship out. The increased budgetary allocation to SSA must focus not only at the eight million children who are still out of school but also ensuring retention and adequate learning levels of those who are already enrolled.
